CONNECTICUT: Connecticut Film is a division of the Connecticut Commission on Culture, Arts, History, Tourism and Film. Connecticut Film markets areas in the state that have potential as production locations or sites where production centers may build. Connecticut Film works with state agencies, local municipalities, regional film support offices and tourism to assist film and media projects.

Connecticut offers fresh locations with diverse scenery and a relatively mild climate with four full seasons, all within short driving distances. Regional and local film support is available through the coordination of Connecticut Film with low or no-cost fees at many locations. Connecticut is home to an experienced crew base, over 2000 entertainment and media production companies with more than 20,000 employees, and state-of-the-art production and post production facilities, all conveniently located near New York City and Boston. MAINE: The mission of The Maine Film Office is to bring Film, Television, photographic and other media projects to Maine. It is a division of The Maine Office of Tourism and The Maine Department of Economic and Community Development.
Maine has enjoyed a record year in spending on film, television and other media projects. Preliminary figures indicate that in 2003, Maine garnered direct spending of $18.46 million and an indirect economic impact of $46.1 million from regional, national and international projects, said Lea Girardin, director of The Maine Film Office. The 2003 spending was the best of any year since The Maine Film Office was founded in 1988.

“There are many reasons we had such a great year,” Girardin said. “Chief among them was the HBO film "Empire Falls." That project alone produced a significant portion of the spending. However, Maine also did very well with other projects. We had a smaller independent project, FOUR CORNERS OF SUBURBIA film in southern Maine. Washington County hosted the ambitious PBS series "Colonial House." Other TV projects – including works for The Discovery Channel and A&E – were shot all over the state. And Maine enjoyed a resurgence in large commercial and catalog projects.”

An independent feature film, THE 12 DOGS OF CHRISTMAS began shooting in western Maine and Portland in March. “The producers of this holiday film want to have snow for some of the scenes,” Lea Girardin said. “So everything is moving fast.” The film was written and is being directed by Keith Merrill, an accomplished filmmaker and winner for the 1974 Academy Award for best feature-length documentary. Merrill adapted a very popular children’s book into a 1930s-period motion picture. Lily Tomlin and Dolly Parton are slated to star in the film.

MASSACHUSETTS: The Massachusetts Sports & Entertainment Commission (MSEC), a not-for-profit organization, was established in 1992 upon the recommendation of Governor William F. Weld’s Sports Advisory Council as the Massachusetts Sports Partnership. In July of 2003, the State Legislature added the responsibility of the television and film industry. The mission of the MSEC is to enrich the region and enhance the quality of life for all citizens of Massachusetts through the development and growth of sports and entertainment.

MSEC will work with production studios to encourage and facilitate television, film, commercial and music events and projects in Massachusetts. MSEC will help serve as a governmental liaison, assist with location scouts, with permitting and vendor referrals.

The City of Boston provides permitting services for Boston through the Mayor’s Office of Special Events, Tourism and Film.

NEW HAMPSHIRE: Production dollars were up in this state for 2003 to $2,062,967.34, which reflected a total of 223 production days for New Hampshire, up substantially over 2002 due to the David E. Kelley’s The Brotherhood of Poland, New Hampshire shoot. The New Hampshire Film and Television Office is housed within the New Hampshire Division of Travel and Tourism Development.

New Hampshire boasts incentives with no strings attached, along with tax-free mountains. In other states, producers have to go through the arduous task of submitting receipts and documentation for reimbursement. In New Hampshire, the savings are built right in to our hassle-free, tax-free economy. Everyone saves!

Tom Seiler, Vice Chairman of the New Hampshire Film Commission, heads up a volunteer group of New Hampshire film professionals that provides guidance to the New Hampshire Film and Television Office: “There are a lot of great reasons to choose New Hampshire as a film location, but the most compelling reasons are our attractive tax structure and hassle-free government. As belts are tightened in the film and television industry, filmmakers are pleasantly surprised to learn of our absence of sales and personal income taxes, our lack of statewide permits and our responsive and accessible government. We believe these incentives will help position us for a strong year in 2004.”

RHODE ISLAND: The Rhode Island Film and TV Office is now part of The Rhode Island State Council on the Arts (RISCA). As we go to press, Steven Feinberg has stepped into the first day of the position of Deputy Director/Manager of the Rhode Island Film & Television Office. Feinberg, a native of Cranston, will be responsible for attracting feature films and television programs to the Ocean State.

Randall Rosenbaum, the Executive Director of RISCA, told IMAGINE, “We are delighted to have someone of Steven’s experience and connections to the film industry leading this important economic development effort.”

Feinberg’s strongest asset, according to his many supporters in the Los Angeles film community, is his passion for the Ocean State. One industry vice president describes him as Rhode Island’s “ambassador to Los Angeles.”

Modern filming began with CRASH DIVE, a 1943 20th Century Fox movie starring Tyrone Power, Anne Baxter, Dana Andrews, and Henry Morgan. To date, there is a long list of major studio films shot on location in the State.

VERMONT: The Vermont Film Commission was created in 1996 by the State Legislature to attract and assist incoming film, television, commercial and still productions to Vermont. The office works to promote the growth of its indigenous film and video industry. The process of attracting and servicing productions involves working with Vermont’s resources and its communities.

The Vermont Film Commission is proud of its role in making Vermont a film friendly State. They have worked hard over the years to create and maintain an extensive database of suppliers, crew-base and State resources available to film productions. This past year the beautiful State of Vermont has attracted dozens of productions including television programs for the Discovery Channel, the Food Network, BBC, Australian Television, ESPN, Outdoor Adventure, and Good Morning America.
