2008 NEW ENGLAND STATE FILM OFFICES

It�s not uncommon for films set in New England to at least be shot in part here, but a real bell weather moment occurred in 2007 when MGM�s PINK PANTHER 2, set in Paris, Rome, and the Vatican, came to town. Forty carpenters built the sets. Principle photography came and went. Videolink, Inc. provided the production with an editing studio, a part of the business this region is poised to acquire as productions strategize to spend more of their budgets here to qualify for larger tax credits.

CONNECTICUT: Connecticut Commission on Culture & Tourism Film Division

MAINE: The Maine Film Office

Maine is New England's largest state and The Maine Film Office is dedicated to helping productions succeed statewide. Maine has beautiful, easily-accessed locations including historic towns and villages, northern forests and scenic coastlines. And Maine is less than one hour's flight from Boston or New York.

The Maine Attraction Film Incentive Package offers tax rebates and wage reimbursements. Enacted in 2006, the program includes two components. A wage reimbursement program for certified media productions and an income tax credit program for investment in certified media productions. Generally, companies are reimbursed 10% of the amount paid as wages for non-Maine residents and 12% of the amount paid as wages for Maine residents. To qualify a company must spend the minimum of $250,000, in a 12-month calendar year, which can include more than one project.

A production must be certified by the Maine Film Office before taking part in these incentive programs. In addition to an application, producers must include a certificate of insurance for media production, a copy of the script or synopsis of the project; and a distribution plan for the project.

MASSACHUSETTS: The Massachusetts Film Office

In 2007 Governor Deval Patrick signed into law an enhanced version of The Commonwealth of Massachusetts highly competitive and successful Film Tax Credit bill upping the tax credit to 25% across the board for all production spend in the state, reducing the minimum spend to $50,000, and removed the $7 million cap. Filmmakers who qualify are still eligible for a 100% sales tax exemption on any production related items purchased in the state. This is the busiest spring ever for film production in Massachusetts; significantly up from the first half of last year. And last year was the busiest year the state ever had. Department of Revenue reports that over a half billion new dollars have been spent in the Bay State since January of 2006, exceeding the most optimistic expectations The Massachusetts Film Office works with producers and studios to encourage and facilitate television, film, commercial, internet, and musical events in Massachusetts and will help serve as a governmental liaison, assist with location scouts, permitting and vendor referrals.

RHODE ISLAND: The Rhode Island Film & TV Office

The Rhode Island Film & TV Office falls under the auspices of the Rhode Island State Council on the Arts (RISCA). Executive Director Steven Feinberg, a Cranston native, has been responsible for attracting feature films, television programs and commercials to the Ocean State since assuming his position in 2004.

Completed television projects include the pilot and first two seasons of the Showtime series; "Brotherhood� the CBS pilot and 4 episodes of "Waterfront;� the ABC pilot, "I AM PAIGE ARMSTRONG� and many episodes of reality TV, including "Extreme Home Make-Over,� Wife Swap� and "Trading Spaces,� as well as commercials for Dunkin' Donuts, Hertz and Hearts on Fire Diamonds, among others.

Completed feature films include Mario Van Peebles' independent film HARD LUCK; the Disney/Spyglass live-action feature film UNDERDOG, based on the TV cartoon and starring Jim Belushi; the Disney film DAN IN REAL LIFE with Steve Carell and Juliette Binoche; independent films THE EDUCATION OF CHARLIE BANKS, directed by Limp Bizkit frontman Fred Durst, and NORMAL ADOLESCENT BEHAVIOR starring Amber Tamblyn; Focus Features' EVENING, featuring a stellar cast including Meryl Streep, Glenn Close, Vanessa Redgrave, Claire Danes, Natashia Richardson, Toni Collette and Hugh Dancy; 27 DRESSES starring Kathryn Heigl; HACHIKO starring Richard Gere; and THE CLIQUE, produced by Tyra Banks.

Currently in production is the feature film TELL-TALE, produced by Ridley & Tony Scott and starring Josh Lucas and Lena Headey. We are also looking forward to welcoming the third season of Showtime's "Brotherhood� back to Rhode Island this summer.

Executive Director Feinberg proposed aggressive film tax legislation and collaborated with the leaders of Rhode Island's General Assembly to create New England's very first film and television tax incentive program, which positions the Ocean State as one of the most film-friendly in the nation and makes them competitive with heavy-hitters such as Louisiana and Canada. The film tax incentives became law in June 2005 and offer a 25% tax credit for on-the-ground "spend" for productions with a $300,000+ budget filming at least 51% of the project in Rhode Island. Executive Director Feinberg is currently in the process of expanding RI's crew base, soundstage and post facility infrastructure.
